Water Reuse: Theory, Legalities and Practice

In our Lunch 'n' Learns this past winter, Judy Stewart laid the foundation for the understanding of the definition of precipitation in the Alberta Water Act. Now hear another viewpoint from Arlene Kwasniak, LL.M., Associate Professor in the Faculty of Law at the University of Calgary. Here is a summary of Professor Kwasniak's topic:

It is no secret that southern Alberta, like many other dry climates in the world, suffers from water scarcity. Water scarcity and shortages will become more critical as population increases, and very likely, as climate changes. It also is no secret that we are developing new water management approaches that can help address scarcity by less direct reliance on freshwater sources, such as rivers, lakes, and groundwater. One of the key new management approaches is reusing water that has already been used for some other purpose, such as municipal wastewater, domestic wash-water, (“greywater”). and water produced in the context of oil and gas development (“produced water”). The presentation will first point out some of the many beneficial ways that greywater or produced water may be used. It will give examples from Alberta and other jurisdictions of successful greywater or produced water use projects. It then will focus on legal barriers and opportunities in Alberta for greywater and produced water use. This part of the presentation will discuss the current regulatory framework for use of greywater or produced water, and legal rights to use or reuse. The presentation will end with recommendations for policy change to better facilitate appropriate use of greywater or produced water.

Welcome Ion Irrigation to present some case studies incorporating rainwater harvesting and reuse, and Kerri Robinson, AMEC Earth & Environmental, who will update us on the construction at Currie Barracks in Calgary.

Directors Bert van Duin and Liliana Bozic will briefly review the ALIDP perspective and the Canada-wide context, respectively, if time allows. A panel discussion may be included if appropriate.
