Following flooding in 2007, England began a program to encourage the installation of permeable rather than impermeable driveway surfacing in front gardens. A reverse incentive is used: If new areas over 5 m2 choose impermeable rather than permeable surfacing, a fee of 150 pounds and planning permission (and the inherent two month delay) are required.
